On the 19th of December 2020, the Federal Government of Nigeria through the office of the Minister of Communication and Digital Economy Dr Isa Ali Pantami, gave an order for the stoppage of all new SIM registration processes. According to them, the decision was taken to audit the Network providers credibility of properly registering SIM Cards for usage in the country.

 

The announcement caused a lot of buzz on social media with a lot of people specially those making a living from SIM registration narrating how much they would be affected by it. Their complaints and plea was not enough to stop the government from revising its orders as all SIM Card registration processes and businesses stopped.

 

News went round in February that the minister had ammended the Revised National Digital Identity Policy for SIM Cards registration with the help of other stake holders. In March, we heard they were done with ammending the document and had passed it to the president for approval. The president has approved it and SIM regisyration is to begin come April 19th.

Speaking on the new regulation for SIM registration which will include registration with a National Identity Number ( NIN ) which is given to subscribers on completion of the National Identity Registration process controlled by the National Identity Management Commision ( NIMC ), the technical assistant to the Minister of communications and Digital Economy Dr Femi Adeluyi, speaking on his behalf, said the following:

 

“For IoT/M2M activations, SIM security protocols would be implemented on the SIM profile to ensure that SIMs can only be used for point to point data services specific to the URL they are working with. All other services will be barred.

 

In the event that a data only service is particular to individual use (eg home car tracking, WiFi, MiFi services, etc), the standard NIN registration process will be followed. A Telecoms Master will also be required for Corporates requiring IoT/M2M activations.

 

The implementation of the policy will commence on Monday, 19th of April 2021. The issuance of new SIMs and other suspended activities will resume on the same date, as long as verification is done and the guidelines are fully adhered to.”
